Paraphrase of cypher telegram.

Co.-----Governor Hong Kong.
Date.---31st. December.1914.
With reference to your cypher telegram of Dec.28th., His
Majesty's Christmas greeting was sent exclusively to those forces(military and naval) which have been or are engaged
in the military operations.
If any of the troops now at Hongkong were
engaged at Tsingtao, the King desires you to convey to
them New Year greetings in terms similar to those of the

message to the Navy; but the message should not be conveyed
stationa unless the condition is fulfilled. To other where there has
been no fighting no Royal message was sent.
